He originally premiered in the Clone Wars cartoon series from 2008. He lost his sister in the war and it made him lose some of his idealism. When the Empire rose, he was quick to oppose it and ran his own faction of the Rebellion that was less concerned with optics and wasn't interested in playing nice with fascists.
But, since George Lucas sold the franchise to Disney and his role in the Rebellion era was their idea, he was used as your stereotypical "violent rebellion is bad, though, consider playing nice with people who want to commit genocide, don't be so mean, see we made him cartoonist evil so now you get that it's bad and maybe you should stop trying to protest us being evil too" character, but, thankfully, his actor, Forest Whittaker is really good and sold the script well.
That interpretation confuses me because the Rebel Alliance is also violent in its resistance, while the issue with the Partisans is the lack of care for civilian casualties.
