The actual Canadian equivalent is probably Section One and Two of the Canadian Charter of Rights and Freedoms. Unlike its American equivalent, it has explicit carve-outs for hate speech.
and, like the whole of the Charter, is subject to the limiting principle in section 1:
subject only to such reasonable limits prescribed by law as can be demonstrably justified in a free and democratic society
and, like the rest of section 2 and sections 7 to 15, can be circumvented by a legislature by citing section 33, the "notwithstanding clause".
Also of note: the Charter came into effect not even 41 years ago. April 17th, 1982.
