Could be Smash TV, or if you're going old school, Robotron 2084 (which had a release in Williams Arcade's Greatest Hits).
smash tv is the closest but the early levels were more organic and alien looking... kinda more a forest-plains type vibe to it if i'm remembering correctly
welp i'd just be shooting in the dark if i guessed anymore. my last barrel scrape is Pocky and Rocky but the vibes are so dissimilar from Total Carnage that I can't imagine that's it haha
