the thing he was involved with was the decision to allow commercial traffic over the backbone. commercial traffic is anything that isn't academic, governmental, or personal. most people's awareness that the internet existed began a couple years after that decision was taken, and having lived through this history we do think there was direct cause and effect there. therefore, the general public didn't realize there had been a decision, because they weren't paying attention until afterward.
he's a politician, it's his job to realize shit like that and figure out a way to say things that will be understood and won't be the subject of thirty years of mockery. we're not here to make excuses for him. we just feel very lonely sometimes because it feels like we're the only ones who understand the basis of the claim.
(additionally, fuck Ted Stevens but the internet is, in fact, a series of tubes. it's not a dump truck. anyway, yeah.)

i fully understand his role in the early internet. i actually respect al gore a lot, as far as politicians go, although a lot of that is because of his early work familiarizing the general public with climate change. this is just a shitpost and i'm not trying to mock al gore with it. i just thought it was a funny thing to say because in a sense you do have to wonder what he thinks about the modern commercial internet
