My multitool was recently damaged and then also misplaced during some recent tidying-related furniture destruction, so I fell prey to the siren song of the aesthetic leatherman signal. (Also I was in a super bad brainspace at the time, and am still in a pretty bad brain space really.)
Text is the motto of the Bureau of Sabotage ("BuSab") in Frank Herbert's ConSentiency, the setting of Whipping Star and Dosadi Experiment along with a couple of short stories. As I've alluded to in other posts, Frank Herbert's oeuvre is weird and fucked up, and so is BuSab. The premise is that it is a government agency which exists entirely for the purpose of slowing the rate of change of the government. It's literally an armed paramilitary counterrevolutionary bureaucratic deep state. "In Lieu of Red Tape" refers to the idea that bureaucratic inertia has value in preventing governmental reforms from leading to chaos.
It's both goofy and problematic, but also kind of delightful to me.
