I really need a bag that can fit 2 17 inch laptops actually, if you have any suggestions let me know! Would be really useful :)
I think the only bag I've encountered that advertises that specific use case is the Tom Bihn Brain Bag, but you would need to buy not only the bag but also two of their "cache" laptop sleeves. (And they don't generally do sales.)
(Obviously just about any bag big bag will work if you don't mind carrying one or both of the laptops in a sleeve or something loose in the compartment. This is the route I would probably go.)
If you're okay with a tactical / cryptofascist looking bag, there are a number that are big panel loaders that also have both a laptop compartment and a big sleeve in the main compartment that isn't as padded but would help at least keep a laptop out of the way. (Think Goruck GR2 34L/40L or imitations.)
All red bag that’s like either a sleek looking backpack that can fit comfortably on a large person who’s huge (5’ 10”, 220lbs) or an all red bag that’s sleek that’s messenger style but has no possibility of devices falling out, lots of pockets, can fit a 11” iPad Pro, a Nintendo switch in its own separate case, a small notebook, places for pens and stuff, etc, maybe a place to show off charms and pins and stuff like one of those bags with a plastic screen that you zip off to put stuff in to show off, not a total necessity though, also $40-$50 unless that’s unreasonably low which it might be, also if it has a special pocket for stuff that might leak liquid to keep it from leaking over devices that would also be a huge plus

Manhattan Portage has a fair selection of red bags, some on sale in your price range. Vinyl Europa, Cypress Shoulder Bag, or One57 backpack might be worth a look?
Backcountry has a 21L Dakine on sale for $16?. I don't know anything about it but it may be worth a shot at that price.
They also have this douchebags backpack that is a vivid red and might be described as sleek. I dunno, sleekness is in the eye of the beholder.
Chrome Volcan has a vinyl display window, on sale at $70. Black though.
Chrome used to make a red urbex sling that looked pretty slick, but it was discontinued a while ago, so it would only be found on the secondary market.
Rickshaw makes a couple small messengers (like the iPad Zero) that can be customized for color. Over budget but still under $100. They also have the Banzai Bag which you customize the color of and add velcro to stick things to the sides. You could probably get some pouches or patches to attach to that to display stuff.

I need a bag that's small and fits a folded Z Flip 3, which is essentially a 4.5" square. I was thinking of getting one of the cases with a strap but I want something a little more secure. I'm looking for something as slim as possible, perhaps with a pocket for keys...

my goal is honestly to carry as little as possible. rn I put my card holder and keys in my pockets, purses were really hurting my shoulders so I've been trying to downsize. A tiny bag, either to clip on to my belt or put into an inner jacket pocket or something would be the most ideal, I'll try anything just so long as it's very light and not TOO conspicuous. The Topo "square bag" would be perfect if it wasn't just a little bit too small at 3.5 inches

If you look on etsy, there are a bunch of folks who make ultralight pouches and slings and fanny packs and runner's belts for hikers out of like dyneema and cool shit like that. Some of those might work for you, but if not, some of those folks also take custom orders.
