Have we talked about the party management manga where the protagonist creates a harem of (non-anthropomorphic) dragons and has a totally otherwise standard two whole arcs and then in the third arcs uses his government connections to found a drug cartel?

okay so it's called ::checks:: I've Been Kicked Out of an S-Rank Guild. But Only I Can Communicate With Dragons. Before I Knew It, I Became the Greatest Dragon Knight.
It starts out as extremely standard party banishment, and obviously there's your first arc. He just collects a bunch of dragons and does, like, mostly transportation jobs with his burgeoning harem of dragons. In the second arc, he revives an ancient, nonbinary phoenix named chris (which in this case is not a bird but a dragon). (See above)
but then....

He stumbles into the world of drugs after he's hired to transport a batch of illegal hallucinogens that just so happen to be a excreted by dragons under certain conditions. And then over the course of approximately a chapter and a half he goes from hearing that drugs exist for the first time to using his personal connection to a princess (of course) to procure a large amount of land at government-subsidized prices so that he can essentially corner the market on a drug that's illegal because people have so much fun tripping on it that they don't fuck in real life anymore and it's impacting the national birth rate.
What gets me about this is that there's no judgment at all about taking up an illegal business, but there's also no rebellious "fuck the man" spirit either. He's on great terms with the government, that's how he can afford to start his drug empire! And he's not like an amoral character or anything, it's just a great business opportunity, you know? (There's also a philanthropic, medical marijuana sort of subtext as well.)
Honestly, just seems kind of shitty for the princess if it ever comes out that she thought she was just doing a little real estate corruption (as one does) when actually she was facilitating the foundation of a new narcotics cartel???
