fiction often uses shorthands that acknowledges moment-to-moment legibility is more important than pure verisimilitude, especially in situations that could be ambiguous. that's why the original screenshot should have written the date in YYYY年MM月DD日 instead

I find non-American depictions of America fascinating, like a little peek into an alternate reality where US culture has had some of its fundamental (often pretty stupid) pieces swapped out. The cyberpunk dystopia of Night City has better public transit and more functional mixed-use zoning than most real US cities, and basically zero mandatory parking wastelands

the correct way to represent dates (and in fact all information hierarchies) is a list of facts from most generic to most specific. the year-month-day format is the most correct format, the European day-month-year is the most incorrect format, and the American month-day-whoops-I-should've-started-witth-the-year format, while not correct, is better than the obviously garbage European format
