I feel like I glossed over something major by not catching on to this. Was this a thing from a recent event?
it's lore from the new lorebook, with some extrapolation. They mentioned dogs were a clone of a captured Sovereign of Beasts, first used during the Bolivar Civil War. Considering the Columbian DoD (who were the one causing the Civil War,) uses Hounds as grunt troops in stages, we can safely assume Columbia (or at least a Columbian tech company,) made them. And then we can assume the Sovereign was a Signore dei Lupi because... wolf.
You know what fair I can totally see the US military researchers doing that if they were given the chance.
