information seems to indicate that centurylink is fucking MITMing the connection for "secure wifi", or "cyber security" or something. if it's "secure wifi" the FAQ there seems to indicate that the only way to turn it off is to contact them

my CenturyLink modem was showing this behavior here in Seattle until I disabled its "Cyber Security" product, which is some sort of McAfee man-in-the-middle nonsense, apparently

I'm not seeing this in Firefox, and I concur that it's probably something happening upstream.
I use quad9 instead of my ISP's DNS, but there's plenty of other DNS options if your friend wants to see if that fixes the problem.
This was happening to me all morning with Optus internet in Australia but has cleared up now
centurylink routers all do MitM. you MIGHT be able to disable it depending on the router. do they have a white transhcan looking router? if so i know how to turn it off (but it WILL come back). better option if you have an extra router is to call century link, get your PPPoE and VLAN info and just ditch their shitty spying wifi powered by mcafee
