I know #furry commissions has had a lot of activity recently, but that's clearly its own niche and IDK if it's what you're after. A cursory glance seems to show #comissions open is at least fairly active.

There's soooo many artists out there that are scammers or have bad business practices, so searching tags and picking from that is risky. You should ask your friends who they would recommend, based on their own experiences working with the artist.
That's what I'd recommend, as well - just networking. Depending on what kind of art you're looking for, though, you might also do well enough just looking to see who's open on Picarto - I know I got a nice little icon done there from some folks I'd never heard of before, and surely never would have if I hadn't been looking - or browsing some artists whose work you already like and seeing if they're open for commissions. That's no guarantee of good business practices, of course, but knowing who potential providers are is a prerequisite for determining the quality of their service, right?
