Hey!! I start with a skeleton and pack the pipe cleaners tight! I use wire cutters and an awl to place and cut 'em.
I know in japan it's called mogol art, but there really isn't a set way to talk about or even do this sort of craft, everyone I've seen pick it up does their own thing completely differently!
