It still weirds me out that Voyager had almost no recurring characters outside the main cast.
It's 140 odd people - the same 140 odd people for seven years. And yet so few are developed, and only for a handful of episodes at a time. You don't even need some convoluted reason to keep them around - they're not going anywhere. It's Voyager. Why not spend some time with folks like Earhart? It's a big ship even, big enough for her to disappear for a year if the actor's unavailable. Bring her back whenever

Like, there are so many opportunities presented by "ship of people stranded 70,000 light years from home" and they choose to ignore like, all of them, to do episodes indistinguishable from TNG
