Something that just clicked in my head is that part of why homestar runner was so funny is that it felt like they were making a bunch of pop culture references, but to media that didn't actually exist. The whole thing would be a lot less entertaining if their non sequiters were all cribbed from '80s movies, but it only sounds like they are. Or at least, they're all from movies that none of us saw or even heard of.

weirdly this applies to animaniacs as well, only the references are all actually to real things but all those things were things (like, say, films about the effect of cocaine trafficking on the mafia) that the audience had never even heard of
Cheat Commandos was probably the most overt reference, but even then it was so ramped up that it became it's own thing. The joke wasn't "this is GI Joes but The Cheat", the joke was everything else.
