new archipelago lore: the twin realms of Tozarra and Graciana formerly had an entrenched aristocracy, of which dragons comprised a good fraction of its' noble houses. Dragon knights where the dragon was the knight and the rider was a subordinate formed an elite class of aerial cavalry.

Nowadays the nobility no longer has any formal power and warfare has changed immensely to a much more mechanized and industrialized form, but the modern Tozarran military does use dragon-rider teams as scouts and for airship boarding.

Also. there are dragon officers. dragon officers in spiffy little hats.

What if, instead of a cavalry lance type, you have riders acting more as the mage equivalent of tail gunners on old timey airplanes? (Possibly several per dragon for a very large dragon and/or small crew like kobolds.)
