how many limbs do you normally have? no, tails are not limbs they are caudal extensions. and no arguing about limb counts qualifying/disqualifying dragonhood! if a dragons says they're a dragon they're a dragon.

could be. i'm just a stickler because i am a biologist and tails are just long spine-
I think it would depend on if they are fully articulated wings, or just frills/fins/etc that cannot move independently of the tail and at most be folded in by moving their stabilising spines
