I'm convinced it's that schools have taught everyone that learning only works if there's exercises
I was homeschooled and while I had to spend a fair amount of time unlearning stuff i was taught (various religious nonsense), i also came away with IMO a firmer grasp of “how to learn” than any of my public schooled peers.
yeah as someone failed by the school system by being too smart and too learning-disability'd I had to teach myself to learn if i didn't want all my free time devoured
which reinforced all of their biases about that way working, I suppose, but, yeah lol it seems to just be a thing people are expected to pick up that's never actually taught
