So genuine question here, don't Neural Networks also represent a kind of Chinese room situation? Or is there some nuance that I'm missing that makes them meaningfully different in this respect from traditional digital computers and programs?

No. Neural networks take an input and generate an output. They cannot creat anything without external input and cannot refuse to cerate an output.
