You are correct about the details, and that is its explicit design. The goal is to prevent "context breach," i.e. giving control to the original poster how far their original point might become discoverable. So, tag search includes 1 ) the top-level post 2 ) reply-rechosts that use the same tags 3 ) reply-rechosts from the original author.

The others have already explained the behavior, so I'll add a wrinkle: when someone rechosts and adds a tag, it does show up in tag search on their profile. So people can tag rechosts with a tag that's meaningful to them and still get some utility from it.
