I've been at active war with the elves for a while because fuck em, planning on (when I build my squads up again) conquering all the sites elves or goblins hold to my south (or the enemy dwarves to the east), and then pulling those dwarves back to my site later. there's apparently no mechanics for like, sites you conquer being conquered back so you can just send a squad and then recall them later (though they can lose equipment or squad status)
