OSHA has no real power.
every company assumes it's subcontractors will do a good job, while demanding the cheapest prices.
they then subcontract and do the exact same thing.
so it's either malice, or these people are completely unable to model the fact that everyone will lie to you.
this is like, everywhere. and I get that it's Literally Neoliberalism but everyone is considered to be a spherical cow that will always do the job you ask and return the product to you as you asked for it no matter how many costs you cut.

if you paid people enough to do a good job, they'd do a good job. But if you pay them less than that, they'll just fractally hand it off until someone's left holding the bag, and you get the shit quality version instead for like 5% less of the cost than actually paying for it would cost. And then you keep having people falling off cell towers.
