i've applied for many jobs in the past while

how commonly do they ask you to fill a W-4? because this is the first time unless it's just been masked in digital forms

so in this packet, there's a normal application that's everything i'm used to, but then there's also an IRS form W4, ...and in the back, USCIS form I-9 for employment eligibility verification

for... a part time job as a cashier at the antique mall

These are very common, and in the case of the I9, has been legally required for decades. Maybe your previous employers have done it embedded with other things during hiring. I don’t remember dealing with it before 2018, myself.

yeah, that's my thought, maybe it's just concealed in the webform for all the places I applied online.

the lumberyard, coffeeshop, and laundromat alike only had one page front and back for their applications, and it was the same template page that they pulled from a bespoke pad of paper that was nothing but copies of that application.

the marble countertop/cabinets place had a smaller packet, as did the local brewery's taproom, so the sheer volume of paper I was handed for that application the other day completely threw me.
