The amount of "I'll wait until I have some free time before going through these applications" I've seen from anyone whose life isn't immediately made worse by not having a role filled is staggering and honestly idk how even the managers, let alone the HR people, can go so long without doing something.
Not to mention there apparently used to be a custom of acknowledging applications in progress and denying applications that is just too much work now.
