What I love about that episode is that it's not actually Quark's intransigence that ultimately causes the unionization effort to fail, it's that the capitalistic society of the Ferengi cannot allow a union to exist. They shut down the bar entirely and send enforcers to beat up Quark because he wasn't being cruel enough. The mere appearance of worker power is too much for those in power to bear, it has nothing to do with the actual demands (which are secretly honored in the end).
