Twenty real-life years she's existed, first popping into existence on FurryMUCK as a furspace-oriented roleplaying character, before going on to do time as a thief (with the Homophones) and a rivethead (pictured above). Pulling design cues from Lizardbeth's Inix, her design has largely remained unchanged, as (unlike other characters) her visual design in my head was fixed right from the get-go.
Tamora "Constant" Constantine is a troublemaker, someone who knows what she wants, and someone who's happy to get mean in the pit. Chicks dig powernoise, after all.
The art is by Hoot, who did two of the key early pieces of Constant that I still use as reference points to this day. Artists rock.
