if you make housing such that it is never something anyone will need to worry about again, including moving expenses,
most community strife goes down because you no longer are trapped by circumstance with people you can't deal with. Crappy husband? Terrible neighbors? Friend group turned into hatestalkers?
having the OPTION to hit da bricks, even if it's only a neighborhood over, even if it's only an option, means a lot of people don't stay in relationships that aren't working out just to get by
it means you don't have to live next to neighbors who hate you, it means you don't have to put up with the friend group splinter that turned into hatestalkers just because you can't afford to move to a town you care about any time soon. Means you don't have to work with the toxic coworkers, because jobs you've got skills in can be anywhere, not just the area you can get to from your current house.
that's also why they keep fighting anything that might touch there, and why it keeps getting pumped as an investment vehicle -- because access to housing no matter your income or your current housing situation means the ability to not be economically trapped just because moving and or having housing in the first place is so costly.
