1. civilian ground vehicle. 1

if the taur is a partisan fighter rather than a soldier in a military, i guess that would count as 'civilian'. animal power does not discount a vehicle, as with the Tachanka, but as laid out, horse archers don't count, but ambiguous if due to "vehicle" or "fixed weapon" criteria. I am going to argue that mounting a gun onto a john deere forestry walker counts as a technical, so it mustn't necessarily be wheeled, but as to whether a biological, sentient being can be a vehicle? not for me to say. in conclusion, civilian: ✅, ground: ✅, vehicle: ⁉️

2. mounted weapon, attached in such a way that it would void the warranty of the underlying vehicle.

now, obviously, living beings cannot have warranty, but it would be incredibly cruel to mount the weapon directly into the taur's flesh, so it's likely going to be attached in some way to the tack. purpose built harnesses/saddles with gun attachments would be disqualifying, but modification of civilian tack to allow gun attachments would certainly void the warranty of that underlying equestrian equipment. still raises taxonomic issues. can an unmodified ute towing a trailer with welded on rocket pods count as a technical? is such an arrangement meaningfully distinct from a tachanka? in conclusion: mounted weapon: ✅ warranty voiding: ✅ underlying vehicle: ⁉️

in summary: taurchanka is 60%-100% Nate Bethea Interpretation compliant.
