i think he was! there's a bit in Urth where he tells us all about the fancy little tunic he put on and we may even have gotten something similar near the end of citadel iirc. frankly it's a failing on gene's part that he did not make this a big ostentatious setpiece where severian has a lot of conflicting feelings about wearing shirts
