villains for an adventure i'm writing that ill hopefully actually finish will just fail
that's the big secret. their plan will fail.
however
their plan failing still means throwing the arcology the players are in into COMPLETE chaos
not the shit-ass "oh with no laws the people have turned-"

head tactical wizard accidentally summoned a demon pit
there's at least 5 way too advanced magical weapons just around for randos to take
the peeps who did this got away with it
which like
seems to be a very solid end point to pin everything around.
