I'd say this is moreso what I was expecting from GitS '95, and as a result I really enjoyed it! I'll admit I wasn't super wowed by the use of 3D as opposed to purely 2D animation, but I'm sure it was more impressive back in 2004 (considering it still looks pretty good even by today's standards), and even then it actually creates a slight uncanny atmosphere that still works in the movie's favor. It felt like it had a bit more meat on its bones than '95 did, which I think was the deciding factor for why this worked for me more than the first did. (I do still plan to give '95 a rewatch at some point, of course, and hopefully it'll click more than the first viewing did)

I also appreciated the action sequences having a bit more physicality to them as opposed to relying as heavily on gunplay, at least in terms of what the viewer gets to see - I think not having Major's stealth camo factor into the fight scenes ultimately made them more satisfying to watch. Having the protagonist be invisible during a fight scene or two is a neat idea, but I feel like it hindered '95 more than it helped, at least for me.

Also Batou's dog is very cute and lovingly rendered, excellent pup 10/10 would pet
