Open a new window and turn on the toolbar and sidebar, close the window again without doing anything else, and you should be sorted.
Note that once the preference is set, there may still be individual cases (such as "installer" disk images) where the preference is not honored, but those are getting rarer, and will invariably contain an alias pointing to /Applications for doing the installation by drag and drop.
Switch computers with me, mine always keeps putting the bars back when I hide them
More seriously the Finder is a compromise between two different groups which neither are particularly happy with. Generally it's more tuned to your side of the equation though, so I'm surprised
