Some forms of caoshu approach shorthand but a) I think the term "shorthand" tends to imply more drastic simplifications than just writing quickly (which gets stigmatised as "chickenscratch" or "doctor's handwriting") and b) I don't think the Japanese caoshu ancestral to modern hiragana was one of them - it was just a stylistic thing in Japan that men used kaishu and women used caoshu.
