In general, is it possible to get QR codes for setting up 2fa... OUT of my existing 2fa app so I can back them up externally, without having to fully disable and re-configure 2fa on every service I use

As I add 2fa for more stuff I'm increasingly worried about how my 2fa app's cloud backup thing just straight up didn't work right when my last phone died and only restored like 2 of my code generators

Yes you can do that but be sure that they're stored safely so that no one else can retrieve them. Also nearly all sites that do TOTP 2FA gives you (if they don't they suck) backup codes and you should also store and back those up

Technical details if you care: the QR code actually contains what's called the TOTP secret, which both the site and your device have and use to calculate time-based codes without communicating with each other
