i thought the issue wasn’t that people’s ip addresses were used on cohost but that any user could collect them whereas normally on other places they couldn’t do that. am i missing something

Anyone can get your IP just from you posting a new image anywhere. It’s how server communication works. It’s why security focused people recommend scrubbing location data from images before you upload, because an IP is only as good as the geodata that it’s linked to. An IP address on its own doesn’t let someone doxx you, it’s them using that to find more information about you such as buying your specific public IP’s geocache data if it’s been put up for sale somewhere. Internet security is a mess and everyone is lying when they say they can get you security just by masking your IP. Which is why, in my opinion, seemingly all of the VPNs are now offering data monitoring and password management and all kinds of other services. Having a different IP every time you log onto the internet can be helpful but it’s not the ultimate security measure and in general there’s not some guy in every coffee shop trying to steal your data. And you don’t really need a lot of stuff protected super well, you only need a VPN if you’re doing work that has to remain proprietary or doing banking on coffee shop wifi. Or if you use the same password literally everywhere and don’t have different passwords for your bank and stuff. I think I got off topic…

Yes, you're missing the fact that on other places they very much can in all sorts of ways. It's the normal modus operandi for everything on the Internet; Twitter for instance "protecting" users by proxying requests to remote content is extremely full of holes and serves mainly to collect data rather than protect anyone from anything.
