it doesn't even stand for that anymore, because they at some point realized that was the most they could do to formalize the fucking disaster that is SOAP's development and usage
it's not even actually the worst thing in the world because it's just fucking posting RPC-shaped XML all over the place but AHHHHHHHHHHHH
