Traditionally it doesn't, but you have an interesting point here about whether or not it should.
It would have to be a very large amount of fusion-produced energy - but, the whole point of fusion energy is that it can produce energy at such a large scale as to complete with stars.
On the other hand, a society that was producing star-level amounts of energy would have to do so in space, as I seriously doubt a single planet could handle that much energy being produced in or around it. At that point, it may be more effective to build the Dyson sphere rather than build a bunch of fusion reactors.
