I do UI programming for AAA games and I have opinions about adult games
not only can you use the free and open source tiled map editor to create custom levels, but you can create your own games in lua using the same simple framework we used ourselves for all the minigames in the game. this gif is me making a sample game i call "ghostzilla" from scratch

if you tell me there is a music interface i will be so happy (but if there isn't this is still extremely cool, i just love weird niche music sequencing interfaces)
unfortunately, the music interface is just plain old streaming ogg. although you can set a custom loop point!
You could definitely do a tracker at least since you can play sfx with different volume, pitch, and pan
genuinely delightful to sit and watch a multi-minute gif of all this in action, not to mention Very cool this is all gonna be in the game. 
to give credit where its due i picked up on how to do a gif like this from zep, the creator of pico 8
steam should let you add games to your friends wishlists imo
