1. Log off.
2. Walk until you reach the ocean.
3. Play the harp you received from the wizard in the tower.
4. Enter the shrine that will appear.
5. Accept the quest the Ocean King gives you.

The tasks after that will be obvious. Make sure you are around level 25 before continuing. Good luck.
