For the A's to get tax funding to build a new stadium included an expected attendance of around 28,000 of 30,000 seats. The A's average attendance is 8,500. Even their "reverse boycott" only drew 27,000. They really think they're gonna attract a percentage of capacity similar to the Atlanta team-I-shall-not-name, who is a World Series contender and has some of the best young talent in the game. They expect to draw a higher percentage capacity than the Chicago Cubs, the LA Dodgers, or the New York Damned Yankees.
