It derives from Marxist theory and socialist theory in general. For something to "have class character" means it exists and manifests in particular ways depending on a person's class position and relationship with labor and the means of production. For instance, democracy under capitalism demonstrates class character; the ways people can engage with electoral democracy and how it serves (or doesn't serve) their needs depends strongly on the class position of those people.

In this case it's about half a shitpost; to translate from cod-Hegelian language what I'm saying is "the ways the bourgeoisie and petty bourgeoisie are stupid and make bad decisions are different in nature and impact than the ways working class people do (and implicitly one should judge the shit out of them)"
