I think if you're gonna make a new Batman TV show you should keep Harvey Dent normal for a season at least, maybe two. Make him a POV character, give him plots that aren't directly about turning evil. Really let the viewers stew in the tension. (For all I know this is what the new show is doing, I'm not far enough in yet to have found out.)

Caped Crusader has made me really interested in going back to TAS and watching it more purposefully
Interestingly, the 2004 series The Batman did this with a different villain, setting up a character as Bruce's friend and ally over the first season, before having Joker turn him into Clayface
