A trick I think Star Trek in general misses is just adopting characters from various episodes onto the ship and having them show up again in a season or two to do whatever. These ships are big (especially in DS9!) and they're basically paradise relative to a lot of the shitty situations people they encounter are in, so why not just set up a stable of wacky guest stars to dip into occasionally?

Perhaps the exception proves the rule. One of the main-ish characters from DS9 began as just a one-off character for a single episode in the first season. Can you guess which one? (hint: stare at this comment)

Yeah Garak owns (I have another post all about how much I love the Cardassians in DS9) but I specifically want characters that come from outside the ship/station to stay on it (without becoming part of the main cast). They flirt with this constantly but something always comes up that makes it not work out and I think that's silly.
