24fps video feels like something is broken on computer

Probably has to do with the fact that 60 isn't a multiple of 24, so the computer has to do this weird uneven frame skipping for a lot of monitors, by my guess. Maybe a VRR display would help, but those can get pricey, especially for things like HDR support.
As far as I can tell it’s a stylized choice and by tradition. I personally view it as a sort of subtle way to distinct fiction and pre produced material and live in the moment news or sports coverage. One is either in the past or outright outside of our reality while the other is directly in the moment of the now. Hopefully this makes sense.
Also can someone explain why 24 fps is sometimes 23.9…? Shit sounds odd.
