So they decide that the residents of a city must be taxed for collective works such as walls, but not for the gate or the gate house, the reasoning being that those structures are not communally beneficial
It expands as to why that is, in that they "muffle the sounds of the poor" ie a gatehouse implies guards who are able to ensure that a person in need of help does not bother those within, which is seen as harmful not just to the community but to those within the community on an individual level
Later in daf 8 there is also the decision that funds should be collected in proportion to wealth, followed by the phrase "hammer a nail in that decision" ie this is exceptionally important and also will be fought against. lol not taxing the rich is a violation of my religious freedom actually, if we're going to be playing that game
