IIRC it was UTC-4, so it's currently 6:28am; if they're not up already, it depends on when they start their day. Could be anywhere in the range you listed, maybe plus an hour on the max end if they don't start 'til 9am.
This, I suspect it will be after 9am UTC-4 (US EDT), given that 9am (US EST/EDT) is listed on the @staff profile as the start of their work day.
