i am thinking maybe the prudent thing to do would be for folks to start building their own unfederated websites with ActivityPub-compatible software (not mastodon, and ONLY ones that work with allowlists) and we can figure out how (and whether) to connect them, and how the fuck we govern that, later. the league of websites can start as a group chat for website administrators and moderators, and a list of those websites.

i can make the website for it i guess. i am not in charge of this and i don't want to be in charge of it but if nobody else wants to organize it, and if people are interested, i will do it

I would hope so, if there's a way to do it with minimal disruption to people's online lives. atproto would be nice if they didn't make it impossible to make private accounts.

websites are for their users, who shouldn't have to care too much about the software or their administration

it would be a web of sites by its definition. my name comes from the completely failed first communist party, many of whose members were old enough to remember life in the holy roman empire. i am very open to other name ideas since this should be a collaborative project

i'd be down to help organize something like this - although i certainly can't do it on my own, the activitypub world is largely unfamiliar to me and i feel like this sort of project would want some familiarity there. unless someone else already has, i can spin up a discord server (yeah yeah, i know - it can go somewhere else later, in the early phases accessibility/reach is important) to start kicking around some ideas in
