I have heard of them before but I did a quick search on them before answering this. It seems like a lot of these are advertised as kids toys and they're around 2-5 pounds. The thing I'm seeing with a lot of these plushies though too is that they're a bit larger in size to have both the weighted beads in them (averaging around 20 inches long) but also stuffing in them so they aren't a solid fabric bag of beads and they're more comfortable to hold.

The human head is apparently on average 11 pounds/5 kilograms. If the 11 pounds is indeed the ideal, then there could potentially be issues with fitting that much weight within a fabric space where that weight just won't want to break through the seams. I do use weighted stuffing beads, aka the stuff that's in weighted blankets, a lot in my plushies because it helps keep them weighed in particular areas like the feet or butt so they can stand/sit, but by themselves these beads aren't that heavy. Getting up to 11 pounds would probably require getting different weighted beads which would drive the cost on getting those heavier beads alone.

a purely logistical problem that could arise because of the weight is shipping and especially international shipping rates since at a cursory quote to vancouver from where I'm at would put the shipping upwards of $40.

Long answer to say.... maybe. It could be achievable but it comes with some costly caveats if you're truly talking about 11 pounds. If you're talking something in the average market ranged of 2-5 pounds, that makes it much more feasible, but the large deciding factor is what do you want the fabric shell around this weight to be and how big are you willing for it to be.
