It's difficult! I haven't got a huge amount of experience but I think it only really works in the context of a community, either one that already exists or one that is built alongside / through mutual aid. I also think a common thing that stops it developing is when some people get stuck in the mindset of 'I'm more privileged / in better circumstances than most of the people in this community so I shouldn't ask for help'.
