TOS and community guidelines are often used interchangeably, even when its very confusing to do so. staff sometimes do this also, though you may be right that they did actually mean TOS in this specific case. anyway, i'm in a very bad mood so i'm going to assume that my judgement is clouded right now and you did not mean "kind stranger" in a passive-aggressive bitchy way, but it did very much feel that way. jsyk i guess.
