It's that and there are users on here who seem to just flip out of you post a picture with cleavage because their "boss" will think it's pornography so it's probably also folks not wanting to deal with those kinda people.
if you have your whole blog marked as 18+ it toggles on automatically and you have to remember to turn it off, i think a lot of folks forget/don't bother
